       Your CONSUMER AND PUBLIC AFFAIRS COMMITTEE, to whom
  has been referred
  
                        HOUSE BILL 246
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 21, after "park" insert "other than the
  Rio Grande nature center or the Living Desert state park".
  
       2.  On page 2, line 1, after "1999" insert "and subsequent
  fiscal years".
  
       3.  On page 2, line 3, after "shall" insert "not".
  
       4.  On page 2, between lines 3 and 4, insert the following
  new section:
  
            "Section 3.  EFFECTIVE DATE.--The effective date of the
  provisions of this act is January 1, 1999.".,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
