  Mr. Speaker:
  
       Your GOVERNMENT AND URBAN AFFAIRS COMMITTEE, to
  whom has been referred
  
                        HOUSE BILL 438
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 21, after "members" insert ", six of
  whom shall be".
  
       2.  On page 1, lines 21 and 22, strike "with the advice
  and consent of the senate" and insert in lieu thereof: 
  
  ", seven of whom shall be appointed by the speaker of the
  house of representatives and seven of whom shall be appointed
  by the committees' committee of the senate or, if appointed in
  the interim, by the president pro tempore in consultation with
  and agreement of a majority of the committees' committee".
  
       3.  On page 2, lines 21 and 22, strike "the governor
  determines" and insert in lieu thereof "are determined by the
  appointing authorities to".
  
       4.  On page 2, after line 25, insert the following new
  subsection:
  
            "C.  The appointing authorities shall work together
  to coordinate their appointments.".
  
       5.  Reletter the succeeding subsections accordingly.
  
  
        6.  On page 3, line 14, strike "governor shall request"
  and insert in lieu thereof "New Mexico legislative council
  shall appoint".
  
        7.  On page 3, line 16, strike "of" and insert in lieu
  thereof "to".
  
        8.  On page 3, line 18, before "The" insert "A".
  
        9.  On page 3, line 18, after "shall" insert "(1)".
  
       10.  On page 3, line 24, before "labor" insert "and".
  
       11.  On page 3, strike line 25 in its entirety.
  
       12.  On page 3, line 25, insert:
  
            "(2) review plans approved by the state board of
  education for work force related education programs that are
  administered by the state department of public education.".
  
       13.  On page 5, line 16, before the semicolon insert "not
  including adult basic education".
  
       14.  On page 6, line 2, strike "and".
  
       15.  On page 6, line 3, before "legislature" strike
  "the".
  
       16.  On page 6, line 3, after "legislature" insert "and
  the state board of education".
  
       17.  On page 6, between lines 7 and 8, insert the
  following new subsection:
  
            "E.  The board shall make regular reports, but no
  less than quarterly, to the legislative finance committee, the
  legislative health and human services committee and any other
  committee designated as appropriate by the New Mexico
  legislative council.".
  
       18.  On page 7, between lines 8 and 9, insert:
  
            "D.  A regional work force development board shall
  not perform the duties of a local school board.".
  
       19.  On page 7, strike lines 18 through 20 in their
  entirety.
  
       20.  Renumber the succeeding subparagraphs accordingly.,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
