A new section of Chapter 8, Article 5 NMSA | 0018| 1978 is enacted to read: | 0019| "[NEW MATERIAL] GUADALUPE HIDALGO TREATY DEPARTMENT.-- | 0020| A. The "Guadalupe Hidalgo department" is created | 0021| within the office of the attorney general. The department | 0022| shall review, oversee and address concerns relating to the | 0023| provisions of the Treaty of Guadalupe Hidalgo that have not | 0024| been implemented or observed in the spirit of Article 2, | 0025| Section 5 of the constitution of New Mexico and Section |

0001| 47-1-25 NMSA 1978. | 0002| B. The department shall consist of such personnel | 0003| and have such duties as the attorney general shall designate. | 0004| C. The attorney general shall report the findings | 0005| and recommendations of the department to the second session of | 0006| the forty-fourth legislature." | 0007| Section 2. APPROPRIATION.--Fifty thousand dollars | 0008| ($50,000) is appropriated from the general fund to the office | 0009| of the attorney general for expenditure in fiscal years 1999 | 0010| and 2000 for the purpose of carrying out the provisions of | 0011| Section 1 of this act. Any unexpended or unencumbered balance | 0012| remaining at the end of fiscal year 2000 shall revert to the | 0013| general fund. | 0014| Section 3. DELAYED REPEAL.--Section 1 of this act is | 0015| repealed January 1, 2000. | 0016|  |
