0011|     MAKING AN APPROPRIATION TO SANTA FE COMMUNITY COLLEGE FOR AN

0012|     EARLY CHILDHOOD MENTAL DEVELOPMENT PILOT PROJECT.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0015|          Section 1.  APPROPRIATION.--
    |
0016|               A.  One hundred fifty thousand dollars ($150,000)
    |
0017|     is appropriated from the general fund to the community college
    |
0018|     board of Santa Fe community college for expenditure in fiscal
    |
0019|     year 1999 for the purpose of conducting the first year of a
    |
0020|     two-year pilot program at Santa Fe community college and the
    |
0021|     Bernalillo public schools to study early childhood mental
    |
0022|     development, as provided in Subsection B of this section. 
    |
0023|     Money from this appropriation may be used to contract for
    |
0024|     experts to conduct the pre- and post-measurements necessary to
    |
0025|     assess the results of the study and to carry out the pilot
    |

0001|     project at the Bernalillo public schools.  Any unexpended or
    |
0002|     unencumbered balance remaining at the end of fiscal year 1999
    |
0003|     shall revert to the general fund.
    |
0004|               B.  In conducting the early childhood mental
    |
0005|     development pilot program, Santa Fe community college shall
    |
0006|     implement a design based on the brain development research
    |
0007|     being conducted by Santa Fe institute that explores the
    |
0008|     outcomes associated with enriched environments for young
    |
0009|     children.  The program shall provide and train enrichment
    |
0010|     teachers to work with and train caregivers of selected groups
    |
0011|     of children under three years old in child-care settings in
    |
0012|     Santa Fe and through the Bernalillo public schools to provide
    |
0013|     the stimulation and experiences that are being tested to
    |
0014|     foster optimum brain development.  Santa Fe community college
    |
0015|     shall report its progress on the study to the first session of
    |
0016|     the forty-fourth legislature.
