0011|     MAKING AN APPROPRIATION FOR A YOUTH-ORIENTED PROGRAM THAT

0012|     ACTIVELY ENGAGES "AT-RISK" AFRICAN AMERICAN YOUTH.

0014|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0015|          Section 1.  APPROPRIATION.--Five hundred thousand five
    |
0016|     hundred thirty dollars ($500,530) is appropriated from the
    |
0017|     general fund to the state department of public education for
    |
0018|     expenditure in fiscal year 1999 for the purpose of funding a
    |
0019|     youth-oriented program that actively engages "at-risk" African
    |
0020|     American youth and their families in activities that generate
    |
0021|     self-empowerment and self-development.  Any unexpended or
    |
0022|     unencumbered balance remaining at the end of fiscal year 1999
    |
0023|     shall revert to the general fund.
