0011|     RELATING TO ECONOMIC GROWTH; MAKING AN APPROPRIATION TO THE
    |
0012|     CONSTRUCTION INDUSTRIES DIVISION OF THE REGULATION AND
    |
0013|     LICENSING DEPARTMENT FOR THE PURPOSE OF EVALUATING AND
    |
0014|     REPORTING ON THE COSTS AND BENEFITS OF ECONOMIC GROWTH IN NEW
    |
0015|     MEXICO; DECLARING AN EMERGENCY.

0017|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0018|          Section 1.  TEMPORARY PROVISION--CONSTRUCTION INDUSTRIES
    |
0019|     DIVISION--STUDY.--
    |
0020|               A.  The construction industries division of the
    |
0021|     regulation and licensing department shall contract with the
    |
0022|     bureau of business and economic research at the university of
    |
0023|     New Mexico to examine the economic aspects of both costs and
    |
0024|     benefits of economic growth, over a short- and long-term
    |
0025|     basis, and to prepare a comprehensive study of the economic
    |

0001|     issues in order to improve public dialogue and sound
    |
0002|     policymaking at the state, regional and local levels.  In
    |
0003|     preparing the study, the bureau shall:
    |
0004|                    (1)  investigate physical, economic and
    |
0005|     population growth in New Mexico, and their particular positive
    |
0006|     and negative impacts on communities, natural resources, people
    |
0007|     and public and private facilities and infrastructure and long-
    |
0008|     term employment, job creation and economic issues, as well as
    |
0009|     issues related to potential future physical, economic and
    |
0010|     population growth;
    |
0011|                    (2)  investigate the positive and negative
    |
0012|     fiscal impacts of physical, economic and population growth
    |
0013|     over both the short and long term on state, county and local
    |
0014|     taxpayers and state, county  and local government; and
    |
0015|                    (3)  evaluate long-term implications of and
    |
0016|     interrelationships between local and regional economies,
    |
0017|     including property taxes, cost of housing and land values,
    |
0018|     availability and affordability of housing, income levels,
    |
0019|     gross receipts tax revenues, bonding capacity, state and
    |
0020|     federal income taxes, employment and wages, ability to attract
    |
0021|     new jobs with emphasis on long-term high-quality employment,
    |
0022|     economic development initiatives with tradeoffs between
    |
0023|     incentives and benefits, current development fees or costs for
    |
0024|     new physical development, including exactions, persons below
    |
0025|     the poverty level and construction industry impacts.

0001|               B.  The bureau of business and economic research
    |
0002|     shall coordinate the comprehensive evaluation and may
    |
0003|     subcontract with appropriate professionals to assist in the
    |
0004|     evaluation.
    |
0005|               C.  In preparing the evaluation, the bureau of
    |
0006|     business and economic research shall meet with and seek input
    |
0007|     from community organizations, businesses, environmentalists,
    |
0008|     the development industry, agriculture and other interested
    |
0009|     parties.
    |
0010|               D.  The comprehensive evaluation shall include a
    |
0011|     written report and public presentation of its findings and
    |
0012|     conclusions to be presented to the appropriated interim
    |
0013|     legislative committee no later than December 31, 1998.
    |
0014|          Section 2.  APPROPRIATION.--One hundred thousand dollars
    |
0015|     ($100,000) is appropriated from the general fund to the
    |
0016|     construction industries division of the regulation and
    |
0017|     licensing department for expenditure in fiscal years 1998 and
    |
0018|     1999 for the purpose of carrying out the provisions of Section
    |
0019|     1 of this act.  Any unexpended or unencumbered balance
    |
0020|     remaining at the end of fiscal year 1999 shall revert to the
    |
0021|     general fund.
    |
0022|          Section 3.  EMERGENCY.--It is necessary for the public
    |
0023|     peace, health and safety that this act take effect
    |
0024|     immediately.
