  Mr. President:
  
      Your FINANCE COMMITTEE, to whom has been referred
  
                    SENATE BILL 255, as amended
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
      1.  On page 1, line 13, strike "; MAKING AN APPROPRIATION".
      
      2.  On page 2, line 16, strike "state" and insert in lieu
  thereof "local government division of the department of finance
  and administration".
  
      3.  On page 2, line 17, before the period insert "subsequent
  to that sixty day period".
  
      4.  On page 4, lines 17 through 24, strike Section 5 in its
  entirety.
  
      5.  Renumber the succeeding section accordingly.
  
      6.  On page 5, line 1, strike "1998" and insert in lieu
  thereof "1999".
