Section 60-2E-44 NMSA 1978 (being Laws 1997, | 0019| Chapter 190, Section 46) is amended to read: | 0020| "60-2E-44. MACHINE SPECIFICATIONS.--To be eligible for | 0021| licensure, each gaming machine shall meet all specifications | 0022| established by regulations of the board and: | 0023| A. be unable to be manipulated in a manner that | 0024| affects the random probability of winning plays or in any | 0025| other manner determined by the board to be undesirable; |

0001| B. have at least one mechanism that accepts coins | 0002| or currency, but does not accept bills of denominations | 0003| greater than twenty dollars ($20.00); | 0004| C. be capable of having play suspended through the | 0005| central system by the executive director until he resets the | 0006| gaming machine; | 0007| D. house nonresettable mechanical and electronic | 0008| meters within a readily accessible locked area of the gaming | 0009| machine that maintain a permanent record of all money inserted | 0010| into the machine, all cash payouts of winnings, all refunds of | 0011| winnings, all credits played for additional games and all | 0012| credits won by players; | 0013| E. be capable of printing out, at the request of | 0014| the executive director, readings on the electronic meters of | 0015| the machine; | 0016| F. for machines that do not dispense coins or | 0017| tokens directly to players, be capable of printing a ticket | 0018| voucher stating the value of a cash prize won by the player at | 0019| the completion of each game, the date and time of day the game | 0020| was played in a twenty-four-hour format showing hours and | 0021| minutes, the machine serial number, the sequential number of | 0022| the ticket voucher and an encrypted validation number for | 0023| determining the validity of a winning ticket voucher; | 0024| G. be capable of being linked to the board's | 0025| central system for the purpose of being monitored continuously |

0001| as required by the board; | 0002| H. provide for a payback value for each credit | 0003| wagered, determined over time, of not less than eighty percent or | 0004| more than ninety-six percent; | 0005| I. meet the standards and specifications set by laws | 0006| or regulations of the states of Nevada and New Jersey for gaming | 0007| machines, whichever are more stringent, unless this requirement | 0008| is waived by the board; | 0009| J. offer only games authorized and examined by the | 0010| board; and | 0011| K. display the gaming machine license issued for that | 0012| machine in an easily accessible place, before and during the time | 0013| that a machine is available for use." | 0014|  | 0015| |
