FOR CREATING A CENTER FOR ENERGY TECHNOLOGIES AT NEW MEXICO STATE
UNIVERSITY IN DONA ANA COUNTY.

     I request that the following capital outlay project be funded:

                    to the board of regents of New Mexico state university:
          
                    three hundred fifty thousand dollars ($350,000) for the purpose of creating a
          center for energy technologies at New Mexico state university in Dona Ana
          county.  The center will seek to expand markets for New Mexico's energy
          products and services, improve the state's environmental quality and enhance the
          economic competitiveness of the state.
