HOUSE CAPITAL OUTLAY REQUEST 202 
                                
                      STATE OF NEW MEXICO
            43RD LEGISLATURE - SECOND SESSION, 1998
                           REQUESTED BY
                            FRANK BIRD            
FOR CAPITAL PROJECTS THROUGHOUT THE STATE.
     I request that the following capital outlay projects be funded:
                    to the taxation and revenue department:
     
          A.  two hundred fifty thousand dollars ($250,000) for data capture and retrieval
equipment at the taxation and revenue department;
          B.  seven hundred thousand dollars ($700,000) to purchase a mail inserter at the
taxation and revenue department;
          C.  three hundred sixty thousand dollars ($360,000) for remittance equipment at

the taxation and revenue department; 
                    to the capital program fund:
          
          A.  two hundred forty-eight thousand dollars ($248,000) to plan, design,
renovate or make improvements to the Raton port-of-entry located in Colfax county; and
          B.   three hundred forty-five thousand dollars ($345,000) to install modular
office systems at the Manuel Lujan building located in Santa Fe county;
          C.  one million dollars ($1,000,000) to make mechanical improvements,
including replacement of chiller freon and related refrigeration equipment; repair and
replacement of boiler units; and installation of water treatment systems at state buildings
located throughout the state;
          D.  one million dollars ($1,000,000) for roof replacement and related repairs to
state buildings located throughout the state;
     
          E.  three million five hundred thousand dollars ($3,500,000) to plan, design,
renovate and make improvements to buildings located throughout the state, including necessary
improvements in order to comply with the American with Disabilities Act of 1990;

          F.  nine hundred thousand dollars ($900,000) to renovate and make
improvements to the Albuquerque training center for the commission for the blind located in
Bernalillo county;
          G.  five hundred thousand dollars ($500,000) to remodel, repair and make
improvements to the office of income support division of the human services department in
Espanola located in Rio Arriba county;
          H.  four hundred thousand dollars ($400,000) to complete renovation of and
make mechanical improvements at the office of income support division of the human services
department in southeast Bernalillo county;
          I.  eighty thousand dollars ($80,000) to plan, design and install an emergency
back-up generator for the New Mexico veterans' center located in Sierra county; and
          J.  five hundred thousand dollars ($500,000) to renovate and make
improvements to the Fort Bayard medical center located in Grant county;
                    two million dollars ($2,000,000) is appropriated from the general fund to the
          public buildings repair fund for expenditure by the property control division of
          the general services department for renovations of state buildings as follows:
     
          A.  the following amounts are appropriated from the public buildings repair fund
to the property control division of the general services department for the following purposes:

               (1)  one million dollars ($1,000,000) to make mechanical improvements,
including replacement of chiller freon and related refrigeration equipment; repair and
replacement of boiler units; and installation of water treatment systems at state buildings
located throughout the state;
               (2)  one million dollars ($1,000,000) for roof replacement and related
repairs to state buildings located throughout the state;
               (3)  nine hundred fifty thousand dollars ($950,000) to plan, design,
renovate and make improvements to buildings located throughout the state, including necessary
improvements in order to comply with the Americans With Disabilities Act of 1990;
               (4)  five hundred fifty thousand dollars ($550,000) to replace the water
tower and related piping at the Fort Bayard medical center in Grant county;
               (5)  one hundred thousand dollars ($100,000) to establish a preventive
maintenance program for state buildings located throughout the state; and
               (6)  one million dollars ($1,000,000) to plan, design and make
improvements to parking lots and other paving at state buildings located throughout the state.
