HEATON TO PLAN, DESIGN AND CONSTRUCT PHASE ONE OF A SCIENCE, RESEARCH AND EDUCATIONAL FACILITY IN CARLSBAD IN EDDY COUNTY. I request that the following capital outlay project be funded: to the board of regents of New Mexico state university: eight million dollars ($8,000,000) to plan, design and construct phase one of a science, research and educational facility at New Mexico state university in Carlsbad in Eddy county.
