FOR EXPANDING THE PURPOSE OF A GENERAL FUND APPROPRIATION FOR A
YOUTH CENTER COMPLEX IN RUIDOSO IN LINCOLN COUNTY.

     The balance of the general fund appropriation pursuant to
Subsection LL of Section 21 of Chapter 4 of Laws 1996 (1st S.S.)
for the purpose of planning and designing a youth center and
indoor swimming pool in the village of Ruidoso in Lincoln county
is appropriated to the local government division of the
department of finance and administration for the expanded purpose
of designing and constructing a youth center complex, including
fields restrooms, a recreation center and an aquatic center.
