TO PLAN, DESIGN AND CONSTRUCT A HIGHWAY RELIEF ROUTE FOR THE CITY OF
ALAMOGORDO IN OTERO COUNTY.

     I request that the following capital outlay project be funded:

                    to the state highway and transportation department:
          
                    twenty-seven million dollars ($27,000,000) to plan, design and construct a
          highway relief route for the city of Alamogordo in Otero county.
