SENATE CAPITAL OUTLAY REQUEST 190 STATE OF NEW MEXICO 43RD LEGISLATURE - SECOND SESSION, 1998 REQUESTED BY BILLY J. McKIBBEN REAUTHORIZATION; CHANGING THE PURPOSE OF SEVERANCE TAX BOND AND GENERAL FUND APPROPRIATION FOR LEA COUNTY. The balance of the general fund appropriation made pursuant to Subsection NNNNNN of Section 24 of Chapter 222 of Laws 1995 for buildings for the Tatum magistrate court and police department in Lea county shall not be expended for its original purpose but is appropriated to the local government division of the department of finance and administration to plan, design, construct and equip a new building and remodel an existing building for multipurpose use in Lea county. The balance of the proceeds from the severance tax bond appropriation made pursuant to Subsection Z of Section 14 of Chapter 367 of Laws 1993 and reauthorized and appropriated pursuant to Laws 1996, Chapter 14, Section 40; Paragraph (13) of Subsection A of Section 13 of Chapter 14 of Laws 1996; and Paragraph (2) of Subsection A of Section 39 of Chapter 14 of

Laws 1996 for magistrate court and state police facilities shall not be expended for those purposes but is appropriated to the local government division of the department of finance and administration to purchase land and to plan, design, renovate and equip an existing building and to purchase an adjacent parking lot to be used as a municipal complex in the city of Lovington in Lea county.
