FOR THE BALLOON FIESTA PARK IN ALBUQUERQUE IN BERNALILLO.

     I request that the following capital outlay project be funded:

                    to the local government division of the department of finance and administration:

                    forty-two million dollars ($42,000,000) to plan, design or construct
          improvements to the balloon fiesta park in Albuquerque in Bernalillo county,
          including launching and playing fields, a recreational lake, concourse, parking
          lots, roads, landscaping, fencing, a tournament track, a family recreation center
          and infrastructure.
