FOR CAPITAL PROJECTS IN EDDY COUNTY.

     I request that the following capital outlay projects be
funded:

                    to the state agency on aging:

          A.  one hundred sixty-one thousand dollars ($161,000)
to construct an addition for a meeting-education room at the
senior center in Artesia in Eddy county;

          B.  thirty-seven thousand dollars ($37,000) to enclose
a patio to make a multipurpose room at the senior center in

Artesia in Eddy county;

          C.  three hundred forty-five thousand dollars
($345,000) to construct an addition for a meeting-recreation room
at the senior center in Loving in Eddy county; 

          D.  forty-five thousand dollars ($45,000) to stucoo,
paint and renovate the San Jose center in Eddy county;

          E.  fifty-four thousand dollars ($54,000) to pave the
parking lot of the North Mesa senior center in Eddy county;

          F.  fifty-four thousand dollars ($54,000) to purchase
two fifteen-passenger vans for Artesia in Eddy county;

          G.  forty-four thousand dollars ($44,000) to purchase
two twelve-passenger vans for Carlsbad in Eddy county;

          H.  twenty-two thousand dollars ($22,000) to purchase
one twelve-passenger van for Loving in Eddy county;

                    to the state department of public education:

          A.  one hundred fifty thousand dollars ($150,000) for
repairs and improvements at Lomita school in Artesia in Eddy

county; and

          B.  one hundred thousand dollars ($100,000) to
construct an activity field in Artesia in Eddy county;

                    to the local government division of the department of
          finance and administration:

          A.  three hundred twenty-nine thousand dollars
($329,000) to complete Guadalupe park in Artesia in Eddy county;

          B.  seven hundred fifty thousand dollars ($750,000) to
construct, equip and furnish a public health office in Artesia in
Eddy county;

          C.  one million dollars ($1,000,000) to construct,
equip and furnish a juvenile detention center in Eddy county;

          D.  five hundred thousand dollars ($500,000) to
construct, equip and furnish an additional courtroom, judge
chamber and support space in the Eddy county courthouse in Eddy
county;

          E.  one hundred thousand dollars ($100,000) to complete
phase three of the Otis community center in Eddy county in Eddy

county;

          F.  nineteen thousand four hundred dollars ($19,400) to
purchase and install equipment at the Artesia health resources
center in Eddy county;

          G.  three hundred fifty thousand dollars ($350,000) to
expand, equip and landscape the Artesia health resources center
in Eddy county; and

          H.  fifty thousand dollars ($50,000) to purchase and
install playground equipment for Artesia in Eddy county that
meets the requirements of the Americans with Disabilities Act of
1990; and

                    to the department of environment:
          
                    three hundred thousand dollars ($300,000) for water
          improvements for the Cottonwood water cooperative.
