WRIGHT | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE MOTOR VEHICLE DIVISION TO DEVELOP A PERMANENT | 0012| HANDICAPPED LICENSE PLATE FOR THOSE PEOPLE PERMANENTLY | 0013| DISABLED TO AVOID BIENNIAL RENEWAL OF HANDICAPPED PARKING | 0014| PERMITS. | 0015| | 0016| WHEREAS, partially disabled drivers must renew their | 0017| permits to park in handicapped parking spaces on a biennial | 0018| basis; and | 0019| WHEREAS, the current biennial renewal imposes unnecessary | 0020| and unfair costs on those drivers who are permanently | 0021| partially disabled; and | 0022| WHEREAS, unnecessary and duplicative medical costs as | 0023| well as bureaucratic costs are incurred by existing | 0024| procedures; | 0025| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE |

0001| STATE OF NEW MEXICO that the motor vehicle division of the | 0002| taxation and revenue department be requested to develop a | 0003| permanent handicapped parking license plate for those drivers | 0004| who are certified by a medical professional to be permanently | 0005| partially disabled; and | 0006| BE IT FURTHER RESOLVED that the motor vehicle division | 0007| report its progress in developing such a license plate to the | 0008| appropriate interim legislative committee by November 1, 1998; | 0009| and | 0010| BE IT FURTHER RESOLVED that a copy of this memorial be | 0011| transmitted to the secretary of taxation and revenue. | 0012|  |
