  recommendation that it DO PASS, amended as follows:
  
       1. On page 1, line 11, after "PERMANENT" insert
  "ELIGIBILITY PROCESS FOR".
  
       2. On page 1, line 12, strike "LICENSE PLATE" and insert
  in lieu thereof "PARKING PLACARDS".
  
       3.  On page 1, line 14, strike "PLATES" and insert in
  lieu thereof "PLACARDS".
  
       4.  On page 1, line 21, strike "partially".
  
       5.  On page 2, line 2, after "department" insert       
  ", together with input from consumer groups such as the
  governor's committee on concerns of the handicapped, paralyzed
  veterans of America, independent living centers and other
  advocates for the disabled,".
  
       6.  On page 2, line 3, strike "license plate" and insert
  in lieu thereof "placard".
  
       7.  On page 2, line 4, strike "medical professional" and
  insert in lieu thereof "licensed physician".
  
       8.  On page 2, line 5, strike "partially".
  
       9.  On page 2, line 7, strike "license plate" and insert
  in lieu thereof "handicapped parking placard".,
  
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
