SALAZAR | 0005| | 0006| | 0007| | 0008| FOR THE ECONOMIC DEVELOPMENT, SCIENCE AND TECHNOLOGY COMMITTEE | 0009| | 0010| A JOINT MEMORIAL | 0011| RECOGNIZING LOS ALAMOS NATIONAL LABORATORY FOR ITS | 0012| CONTRIBUTION TO THE STATE'S ECONOMY THROUGH PROCUREMENT FROM | 0013| LOCAL AND REGIONAL BUSINESSES. | 0014| | 0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: | 0016| WHEREAS, Los Alamos national laboratory has implemented | 0017| an aggressive procurement outreach program, purchasing | 0018| products and services from small, disadvantaged and woman- | 0019| owned businesses; and | 0020| WHEREAS, the program has provided tremendous benefits to | 0021| the economy of northern New Mexico and the entire state; and | 0022| WHEREAS, procurement in New Mexico by the laboratory in | 0023| fiscal year 1997 totaled four hundred two million dollars | 0024| ($402,000,000), which is fifty-seven percent of the | 0025| laboratory's procurement budget, and many of those business |

0001| contracts are for multiple years, which creates a stable | 0002| regional economy; and | 0003| WHEREAS, that amount is an increase of almost forty | 0004| million dollars ($40,000,000) from fiscal year 1996; and | 0005| WHEREAS, the laboratory continues to expand its outreach | 0006| and regional purchasing strategies and to foster mutual | 0007| understanding and trust between the northern New Mexico | 0008| business community and the laboratory through its creation of | 0009| the northern New Mexico procurement advisory committee, which | 0010| is composed of laboratory representatives, university of | 0011| California administrative personnel and regional business | 0012| leaders; and | 0013| WHEREAS, the laboratory's small business office also | 0014| promotes small business procurement through its many efforts, | 0015| including providing training to businesses on understanding | 0016| the laboratory's procurement procedures and providing | 0017| assistance to local economic development groups; | 0018| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0019| STATE OF NEW MEXICO that it recognize the tremendous positive | 0020| impact that Los Alamos national laboratory's procurement | 0021| policies have on the state's economic development, both | 0022| regionally and statewide; and | 0023| BE IT FURTHER RESOLVED that copies of this memorial be | 0024| sent to the director of Los Alamos national laboratory, the | 0025| governor and the secretary of economic development, the |
