0011|     REQUESTING THE COOPERATION OF THE PARTIES INVOLVED TO RESOLVE
    |
0012|     CONFLICTS CONCERNING DEVELOPMENT OF THE REGION ADJACENT TO THE
    |
0013|     SANTA TERESA PORT OF ENTRY PERMANENT FACILITY.

0015|          WHEREAS, the Santa Teresa port of entry permanent
    |
0016|     facility opened in 1997; and
    |
0017|          WHEREAS, the Santa Teresa port of entry will provide New
    |
0018|     Mexico with economic development and growth opportunities
    |
0019|     through increased international trade; and
    |
0020|          WHEREAS, infrastructure development in the region
    |
0021|     immediately adjacent to the Santa Teresa port of entry will be
    |
0022|     a key factor in determining whether the state can reap the
    |
0023|     full benefits of industrial and residential development
    |
0024|     resulting from that increased international trade; and
    |
0025|          WHEREAS, the development of utility infrastructure and
    |

0001|     hence the development of the region is the subject of conflict
    |
0002|     and legal actions; and
    |
0003|          WHEREAS, it is in the best interests of the region and
    |
0004|     the state to resolve these conflicts and legal actions and to
    |
0005|     move forward with the efficient development of the Santa
    |
0006|     Teresa port of entry region; 
    |
0007|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0008|     STATE OF NEW MEXICO that the general services department, the
    |
0009|     economic development department, the state highway and
    |
0010|     transportation department, the city of Sunland Park, the
    |
0011|     county of Dona Ana and private land owners and developers in
    |
0012|     the Santa Teresa port of entry area are requested to cooperate
    |
0013|     in resolving any and all impediments to the successful
    |
0014|     development of the Santa Teresa port of entry region; and
    |
0015|          BE IT FURTHER RESOLVED that copies of this joint memorial
    |
0016|     be sent to the secretaries of general services, economic
    |
0017|     development and state highway and transportation; the mayor of
    |
0018|     Sunland Park; and the board of commissioners of Dona Ana
    |
0019|     county.
