0011|     REQUESTING THE NEW MEXICO ACTIVITIES ASSOCIATION TO ESTABLISH
    |
0012|     RULES REGARDING SAFETY PRECAUTIONS FOR STUDENT ATHLETES.

0014|          WHEREAS, thousands of public school students in New
    |
0015|     Mexico participate in school-sponsored athletics every year;
    |
0016|     and
    |
0017|          WHEREAS, any athletic event involves a risk of injury;
    |
0018|     and
    |
0019|          WHEREAS, the national athletic trainers association has
    |
0020|     found that the majority of injuries occur not during
    |
0021|     competition but during practice, when immediate medical
    |
0022|     assistance is not always available; and
    |
0023|          WHEREAS, New Mexico is a member of the national
    |
0024|     federation of state high school associations; and
    |
0025|          WHEREAS, the national federation of state high school
    |

0001|     associations publishes rules regarding all aspects of school
    |
0002|     sports, including safety; and
    |
0003|          WHEREAS, the rules published by the national federation
    |
0004|     lack the force of rule or law in New Mexico;
    |
0005|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0006|     STATE OF NEW MEXICO that the New Mexico activities association
    |
0007|     be encouraged to establish rules regarding safety precautions
    |
0008|     for student athletes; and
    |
0009|          BE IT FURTHER RESOLVED that the New Mexico activities
    |
0010|     association report on the rules established to the legislative
    |
0011|     education study committee by October 1, 1998; and
    |
0012|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0013|     transmitted to the executive director of the New Mexico
    |
0014|     activities association, to the executive director of the
    |
0015|     national federation of state high school associations, to the
    |
0016|     superintendent of public instruction and to the director of
    |
0017|     the legislative education study committee staff for
    |
0018|     appropriate distribution.
