  recommendation that it DO PASS, amended as follows:
  
      1.  On page 1, line 12, strike "RULES" and insert in lieu
  thereof "A POLICY".
  
      2.  On page 2, line 7, strike "rules regarding" and insert in
  lieu thereof "a policy that promotes".
  
      3.  On page 2, line 10, strike "rules established" and insert
  in lieu thereof "policy".
