0011|     REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION TO
    |
0012|     ESTABLISH THE GEOGRAPHIC ACCESS DATA SYSTEM.

0014|          WHEREAS, it is the health policy of the state to ensure
    |
0015|     the appropriate availability of health services throughout New
    |
0016|     Mexico; and
    |
0017|          WHEREAS, the state expends over forty-five million
    |
0018|     dollars ($45,000,000) in state revenues to educate, train,
    |
0019|     recruit and retain health professionals through programs
    |
0020|     administered by a variety of state entities; and
    |
0021|          WHEREAS, the New Mexico health policy commission is
    |
0022|     charged with the collection and analysis of data needed to
    |
0023|     implement and monitor progress toward the state health policy,
    |
0024|     including the supply and distribution of health professionals
    |
0025|     and service; and
    |

0001|          WHEREAS, multiple health studies and task forces in the
    |
0002|     past have noted the inadequacy of data necessary to adequately
    |
0003|     assess health service access and capacity and the impact of
    |
0004|     initiative to improve geographic access; and
    |
0005|          WHEREAS, numerous entities are in need of enhanced
    |
0006|     information on geographic access and health services capacity
    |
0007|     to effectively administer, conduct planning and policymaking
    |
0008|     and to allocate limited resources; and
    |
0009|          WHEREAS, the regulation and licensing department and
    |
0010|     other state agencies routinely interact with health
    |
0011|     professionals and facilities in the state, collecting data as
    |
0012|     part of their normal course of operations;
    |
0013|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0014|     STATE OF NEW MEXICO that the New Mexico health policy
    |
0015|     commission implement a centralized geographic access data
    |
0016|     system to provide a single point of access to data and
    |
0017|     information to assist the legislature, state agencies and
    |
0018|     other entities in administering programs, planning,
    |
0019|     formulating policy and allocating resources to improve
    |
0020|     geographic access to health services; and
    |
0021|          BE IT FURTHER RESOLVED that all New Mexico state
    |
0022|     departments and agencies possessing data pertinent to the
    |
0023|     geographic supply and distribution of health professionals and
    |
0024|     health services, including health professional education and
    |
0025|     training programs; initiatives funded or administered by the
    |

0001|     state to improve the supply and distribution of health
    |
0002|     professionals and services; and state entities licensing,
    |
0003|     certifying or registering health professionals and facilities,
    |
0004|     cooperate with and assist the New Mexico health policy
    |
0005|     commission in the implementation of a centralized geographic
    |
0006|     access data system, including contributing data currently
    |
0007|     maintained and serving as a vehicle for the collection of
    |
0008|     supplemental survey data and information; and
    |
0009|          BE IT FURTHER RESOLVED that the New Mexico health policy
    |
0010|     commission report to the appropriate legislative committee by
    |
0011|     October 1, 1998 on the status of the implementation of the
    |
0012|     geographic access data system and the adequacy of data
    |
0013|     availability; and
    |
0014|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0015|     sent to the chairman of the New Mexico health policy
    |
0016|     commission for distribution to all appropriate departments,
    |
0017|     agencies and other persons.
