0001| HOUSE JOINT MEMORIAL 33 | 0002| 43RD LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, 1998 | 0003| INTRODUCED BY | 0004| PATSY TRUJILLO KNAUER | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING AN APPROPRIATE LEGISLATIVE INTERIM COMMITTEE TO | 0012| CONTINUE TO INCLUDE WATER CONSERVATION IN ITS WORK PLAN. | 0013| | 0014| WHEREAS, many aquifers, most notably in the Albuquerque | 0015| valley, are being depleted at a faster rate than they can be | 0016| replenished; and | 0017| WHEREAS, most of the available water in New Mexico's | 0018| river basins is already committed to present uses; and | 0019| WHEREAS, the amount and timing of water released in our | 0020| streams is sometimes inadequate to sustain healthy ecosystems; | 0021| and | 0022| WHEREAS, conservation of water, watershed management and | 0023| other methods should be used to achieve increased water | 0024| yields; | 0025| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE |

0001| STATE OF NEW MEXICO that the New Mexico legislative council be | 0002| requested to re-create the integrated water and resource | 0003| planning committee for at least two additional years; and | 0004| BE IT FURTHER RESOLVED THAT water conservation continue | 0005| to be included in the committee's work plan to evaluate | 0006| approaches to water conservation, focusing on voluntary | 0007| incentives rather than imposed constraints; and | 0008| BE IT FURTHER RESOLVED that the integrated water and | 0009| resource planning committee assist in developing a broad | 0010| strategy of water conservation from planning to use; and | 0011| BE IT FURTHER RESOLVED that the integrated water and | 0012| resource planning committee report its findings and | 0013| recommendations to the second session of the forty-fourth | 0014| legislature; and | 0015| BE IT FURTHER RESOLVED that a copy of this memorial be | 0016| transmitted to the members of the New Mexico legislative | 0017| council. | 0018|  |
