0011|     REQUESTING THE GOVERNOR AND THE SECRETARY OF STATE TO ISSUE

0012|     AND PROCLAIM THE OFFICIAL TARTAN OF NEW MEXICO.

0014|          WHEREAS, the New Mexico tartan has no one group,
    |
0015|     association, society or organization proposing the New Mexico
    |
0016|     tartan pattern; and
    |
0017|          WHEREAS, the New Mexico tartan is made in the United
    |
0018|     States of America; and
    |
0019|          WHEREAS, most states have already adopted a state tartan;
    |
0020|     and
    |
0021|          WHEREAS, the New Mexico tartan's thread design is
    |
0022|     available to all citizens for duplication; and
    |
0023|          WHEREAS, the New Mexico tartan, by name and production,
    |
0024|     was available as early as 1996; and
    |
0025|          WHEREAS, the New Mexico tartan was recorded with the

0001|     Scottish tartans authority in Pitlochry, Scotland in 1996; and
    |
0002|          WHEREAS, the New Mexico tartan was registered with the
    |
0003|     secretary of state in Santa Fe, New Mexico in 1996; and
    |
0004|          WHEREAS, the designer intended the New Mexico tartan to
    |
0005|     be shared by all citizens, regardless of cultural, racial or
    |
0006|     political background and not to be coveted by one group;
    |
0007|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0008|     STATE OF NEW MEXICO that the governor and the secretary of
    |
0009|     state be requested to declare the New Mexico tartan as the one
    |
0010|     so registered with the Scottish tartans authority and the
    |
0011|     secretary of state and having the colors of blue, for the all-
    |
0012|     encompassing sky; green, for the state's plant life and
    |
0013|     forests; red, for the original cultural providers; and gold,
    |
0014|     for the minerals and the desert; and
    |
0015|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0016|     transmitted to the governor, the secretary of state and the
    |
0017|     Scottish tartans authority.
