0011|     REQUESTING THE COMMISSION ON HIGHER EDUCATION AND THE NEW

0012|     MEXICO ASSOCIATION OF COMMUNITY COLLEGES TO STUDY COMMUNITY

0013|     COLLEGE SALARIES AND WORKING CONDITIONS IN THE STATE AND THE
    |
0014|     REGION.

0016|          WHEREAS, community colleges in New Mexico enroll fifty-
    |
0017|     three percent of the post-secondary student population; and
    |
0018|          WHEREAS, community colleges are committed to teaching
    |
0019|     excellence; and
    |
0020|          WHEREAS, community college faculty are responsible for
    |
0021|     educating a wide range of students, many of whom are
    |
0022|     unprepared for post-secondary education; and
    |
0023|          WHEREAS, community colleges are able to diversify their
    |
0024|     educational mission by employing faculty at an average of
    |
0025|     forty percent full time and sixty percent part time; and

0001|          WHEREAS, community college faculty are responsible for a
    |
0002|     full range of activities, including teaching fifteen credits
    |
0003|     per semester, student recruitment, student advising, serving
    |
0004|     on committees and working in excess of forty hours per week;
    |
0005|     and
    |
0006|          WHEREAS, community college faculty average salaries in
    |
0007|     New Mexico are eighty-five percent behind average salaries of
    |
0008|     community colleges in the Rocky Mountain region;
    |
0009|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0010|     STATE OF NEW MEXICO that the commission on higher education,
    |
0011|     in collaboration with the New Mexico association of community
    |
0012|     colleges and its member institutions, conduct a thorough study
    |
0013|     of community college salaries and working conditions using
    |
0014|     comparative analyses of characteristics in New Mexico and the
    |
0015|     Rocky mountain region and report their findings to the
    |
0016|     legislative finance committee by November 1, 1998; and
    |
0017|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0018|     transmitted to the commission on higher education and the New
    |
0019|     Mexico association of community colleges and its member
    |
0020|     institutions.
