0011|     REQUESTING THAT THE NEW MEXICO ATTORNEY GENERAL LEAD AN EFFORT

0012|     TO INVESTIGATE THE EXTENT TO WHICH DRUG DEALERS AND DRUG
    |
0013|     CARTELS HAVE INFILTRATED LIQUOR BUSINESSES IN NEW MEXICO.

0015|          WHEREAS, money laundering of the profits of drug
    |
0016|     trafficking is a serious matter in many New Mexico
    |
0017|     communities; and
    |
0018|          WHEREAS, money generated by drug trafficking is being
    |
0019|     used to establish and operate liquor businesses that are
    |
0020|     licensed and regulated by local governments and the state of
    |
0021|     New Mexico; and
    |
0022|          WHEREAS, the infiltration of drug cartels and drug
    |
0023|     dealers into liquor businesses is rapidly becoming a threat to
    |
0024|     the safety and health of New Mexico communities;
    |
0025|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE

0001|     STATE OF NEW MEXICO that the New Mexico attorney general be
    |
0002|     requested to lead an effort to investigate the extent to which
    |
0003|     drug dealers and drug cartels have infiltrated liquor
    |
0004|     businesses in New Mexico; and
    |
0005|          BE IT FURTHER RESOLVED that the New Mexico attorney
    |
0006|     general's office coordinate its efforts with the alcohol and
    |
0007|     gaming division of the regulation and licensing department,
    |
0008|     state and local government drug enforcement task forces and
    |
0009|     the drug enforcement agency of the United States department of
    |
0010|     justice; and
    |
0011|          BE IT FURTHER RESOLVED that the New Mexico attorney
    |
0012|     general's office report the results of its investigation,
    |
0013|     including any recommendations for legislative proposals, to an
    |
0014|     interim committee with jurisdiction over criminal law matters
    |
0015|     no later than October 31, 1998; and
    |
0016|          BE IT FURTHER RESOLVED that a copy of this memorial be
    |
0017|     sent to the New Mexico attorney general.
