KING | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO CREATE AN | 0012| INTERIM LEGISLATIVE COMMITTEE TO STUDY AND MAKE LEGISLATIVE | 0013| RECOMMENDATIONS ON ALTERNATE FORMS OF REGULATION AND | 0014| TELECOMMUNICATION DEREGULATION AS THEY AFFECT NEW MEXICO. | 0015| | 0016| WHEREAS, technology of telecommunications is changing at | 0017| a speed nearly beyond man's comprehension; and | 0018| WHEREAS, in attempts to give the industry room to grow in | 0019| step with these changes, congress enacted the federal | 0020| Telecommunications Act of 1996; and | 0021| WHEREAS, at the state level it is also necessary to allow | 0022| and promote competition among industry participants; and | 0023| WHEREAS, the legislature needs to gather substantial | 0024| information and to study this very complex issue of | 0025| telecommunications deregulation, including alternate forms of |

0001| regulation, statewide extended areas of service and ways to | 0002| increase the number of New Mexico households with telephone | 0003| service; | 0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0005| STATE OF NEW MEXICO that the New Mexico legislative council be | 0006| requested to create a joint legislative telecommunications | 0007| deregulation interim committee to study all aspects of the | 0008| impact of changes and deregulation in the telecommunications | 0009| industry and alternative forms of regulation; and | 0010| BE IT FURTHER RESOLVED that the telecommunications | 0011| deregulation interim committee invite appropriate testimony | 0012| from all affected state agencies, including the state | 0013| corporation commission, the New Mexico public utility | 0014| commission, the general services department, the economic | 0015| development department and all interested industry and | 0016| consumer representatives; and | 0017| BE IT FURTHER RESOLVED that the telecommunications | 0018| deregulation interim committee report its findings and any | 0019| legislative recommendations to the first session of the forty- | 0020| fourth legislature; and | 0021| BE IT FURTHER RESOLVED that copies of this memorial be | 0022| sent to the co-chairmen of the New Mexico legislative council. | 0023|  |
