SALAZAR | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A MEMORIAL | 0011| REQUESTING THE ECONOMIC DEVELOPMENT DEPARTMENT TO ACTIVELY | 0012| MARKET IN-PLANT TRAINING FUNDS FROM THE FEDERAL DEPARTMENT OF | 0013| ENERGY TO HELP DIVERSIFY BUSINESS IN NORTHERN NEW MEXICO. | 0014| | 0015| WHEREAS, the four counties of Los Alamos, Rio Arriba, | 0016| Santa Fe and Taos and the municipalities and pueblos in that | 0017| region are joined by location and economic ties, so that the | 0018| best help for each often comes from joint projects; and | 0019| WHEREAS, the regional development corporation, a | 0020| nonprofit organization, was formed to distribute funds from | 0021| the federal department of energy to that region to mitigate | 0022| changes at Los Alamos national laboratory that have a negative | 0023| impact on the regional economy and to help diversify the | 0024| regional economy from dependence on the national laboratory | 0025| and has received ten million dollars ($10,000,000) from the |

0001| department of energy specifically for that purpose; and | 0002| WHEREAS, the regional development corporation has | 0003| determined that work force development is a critical factor | 0004| necessary for creating new jobs, attracting new businesses and | 0005| retaining and expanding existing businesses; and | 0006| WHEREAS, in order to achieve this objective, the regional | 0007| development corporation has established an in-plant training | 0008| program, with the assistance of the economic development | 0009| department, specifically for the northern New Mexico region, | 0010| to address the needs of businesses in that region that | 0011| otherwise do not qualify for state in-plant training funds; | 0012| and | 0013| WHEREAS, it would be helpful to this regional in-plant | 0014| training program and in turn to businesses in that area if the | 0015| legislature encouraged the economic development department to | 0016| publicize information about this program so that all types of | 0017| businesses will be encouraged to apply for funding; | 0018| NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF | 0019| REPRESENTATIVES OF THE STATE OF NEW MEXICO that it request the | 0020| economic development department to actively and aggressively | 0021| market the in-plant training program in the region it serves | 0022| through publications, advertising, public meetings or other | 0023| means; and | 0024| BE IT FURTHER RESOLVED THAT the economic development | 0025| department report its efforts and the status of this regional |

0001| in-plant training program regarding the number of jobs created | 0002| to the appropriate interim legislative committee no later than | 0003| October 1, 1998; and | 0004| BE IT FURTHER RESOLVED that copies of this memorial be | 0005| sent to the secretary of economic development, the director of | 0006| the Los Alamos national laboratory and the director of the | 0007| regional development corporation. | 0008|  |
