0001| SENATE JOINT MEMORIAL 2 | 0002| 43RD LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, 1998 | 0003| INTRODUCED BY | 0004| DEDE FELDMAN | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE DEPARTMENT OF ENVIRONMENT TO ESTABLISH AN | 0012| ADVISORY COUNCIL TO GUIDE THE GREEN ZIA ENVIRONMENTAL | 0013| EXCELLENCE PROGRAM AND TO DEVELOP A PLAN FOR AN INTEGRATED | 0014| POLLUTION PREVENTION PROGRAM. | 0015| | 0016| WHEREAS, pollution prevention is the preferred method to | 0017| achieve a healthy economy as well as a clean environment; and | 0018| WHEREAS, the department of environment, the energy, | 0019| minerals and natural resources department, the city of | 0020| Albuquerque, the waste-management education and research | 0021| consortium, the small business development centers, the | 0022| industry network corporation, Sandia and Los Alamos national | 0023| laboratories, the department of defense and other private | 0024| industries have formed a partnership to promote pollution | 0025| prevention; and |

0001| WHEREAS, the department of environment, with a grant from | 0002| the environmental protection agency, has established the green | 0003| zia environmental excellence program to support and recognize | 0004| businesses that implement pollution prevention programs; and | 0005| WHEREAS, pollution prevention can reduce or eliminate | 0006| creation of pollutants at the source by using less hazardous | 0007| materials, by using more efficient processes or by using less | 0008| energy, water and other resources; and | 0009| WHEREAS, waste results from process inefficiency, and | 0010| producing less waste means more efficient production and | 0011| greater profits for the business; and | 0012| WHEREAS, pollution prevention, therefore, means a cleaner | 0013| New Mexico environment and a healthier New Mexico economy; | 0014| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0015| STATE OF NEW MEXICO that the department of environment be | 0016| requested to establish a pollution prevention advisory council | 0017| to guide the green zia environmental excellence program, | 0018| review existing pollution prevention activities and develop a | 0019| plan for an integrated statewide pollution prevention program; | 0020| and | 0021| BE IT FURTHER RESOLVED that the secretary of environment | 0022| report to the appropriate committee of the legislature by | 0023| November 1, 1998 on the progress of the council; and | 0024| BE IT FURTHER RESOLVED that copies of this memorial be | 0025| transmitted to the secretary of environment and to the |
