RODARTE | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE LEGISLATIVE COUNCIL APPOINT THE APPROPRIATE | 0012| COMMITTEE TO STUDY THE NEEDS OF COMMUNITY WATER ASSOCIATIONS | 0013| IN RIO ARRIBA AND SANDOVAL COUNTIES. | 0014| | 0015| WHEREAS, in a desert environment such as New Mexico, | 0016| water is the most critical resource for sustaining | 0017| communities, their economies and their citizens' welfare; and | 0018| WHEREAS, the ability to provide quality water for | 0019| domestic, agricultural and commercial use requires substantial | 0020| investments in infrastructure and management; and | 0021| WHEREAS, rural communities, with their limited tax base | 0022| and dispersed service population, such as those in Rio Arriba | 0023| and Sandoval counties in particular, are limited in their | 0024| abilities to provide adequate water utility services for their | 0025| citizens; and |

0001| WHEREAS, aging infrastructure, federal environmental law, | 0002| growing populations and restricted economic opportunities and, | 0003| therefore, constrained tax revenues strain the local | 0004| government capacity to meet the challenge without liberal | 0005| state and federal assistance; | 0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0007| STATE OF NEW MEXICO that the legislative council be requested | 0008| to direct the appropriate interim committee to study the needs | 0009| of community water associations in Rio Arriba and Sandoval | 0010| counties and to report its recommendations to the legislative | 0011| council by November 1, 1998; and | 0012| BE IT FURTHER RESOLVED that copies of this memorial be | 0013| transmitted to the members of the legislative council. | 0014|  |
