ALTAMIRANO | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE ADMINISTRATIVE OFFICE OF THE COURTS AND OTHERS | 0012| TO STUDY THE TEEN COURT PROGRAM AND DEVELOP A STANDARDIZED | 0013| MODEL. | 0014| | 0015| WHEREAS, the teen court programs in cities throughout New | 0016| Mexico offer early intervention and diversion from a crowded | 0017| juvenile justice system; and | 0018| WHEREAS, teen courts offer positive opportunities for | 0019| youth to behave responsibly, be accountable for their own | 0020| actions and settle conflicts in a productive, healthy manner; | 0021| and | 0022| WHEREAS, teen courts promote good citizenship and | 0023| educational experience through direct participation in a | 0024| formal peer sentencing process; and | 0025| WHEREAS, there is no common or assured source of funding |

0001| for the teen courts in New Mexico, nor is there any central | 0002| administration or oversight; | 0003| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0004| STATE OF NEW MEXICO that the administrative office of the | 0005| courts, the juvenile justice advisory committee and the | 0006| Corinne Wolfe children's law center at the university of New | 0007| Mexico institute of public law be requested to assess the | 0008| potential benefits and functions of the teen court program, | 0009| develop a standardized program model and protocols and analyze | 0010| funding and administrative requirements; and | 0011| BE IT FURTHER RESOLVED that they submit written | 0012| recommendations to the legislature for its consideration at | 0013| the first session of the forty-fourth legislature; and | 0014| BE IT FURTHER RESOLVED that copies of this memorial be | 0015| transmitted to the administrative office of the courts, the | 0016| juvenile justice advisory committee and the Corinne Wolfe | 0017| children's law center at the university of New Mexico | 0018| institute of public law. | 0019|  | 0020| |
