0012|     PROCESS AND JUST CAUSE STANDARDS FOR PUBLIC EMPLOYEES AT NEW

0013|     MEXICO'S INSTITUTIONS OF HIGHER LEARNING.

0015|          WHEREAS, faculty and support personnel at New Mexico's
    |
0016|     institutions of higher learning are dedicated, professional
    |
0017|     public employees; and
    |
0018|          WHEREAS, there are no statutory standards of just cause
    |
0019|     and due process for faculty and support personnel employed at
    |

0020|     New Mexico's institutions of higher learning; and
    |
0021|          WHEREAS, other public education employees, such as K-12
    |
0022|     teachers and support personnel, have such statutory due
    |
0023|     process and just cause standards upon signing their third
    |
0024|     consecutive yearly employment contracts;
    |
0025|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE

0001|     STATE OF NEW MEXICO that the commission on higher education be
    |
0002|     requested to study the just cause and due process standards
    |
0003|     for full-time faculty and support personnel at New Mexico's
    |
0004|     institutions of higher learning; and
    |
0005|          BE IT FURTHER RESOLVED that the commission on higher
    |
0006|     education report its findings and recommendations for
    |
0007|     legislation to the legislative education study committee by
    |
0008|     December 1, 1998; and 
    |
0009|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0010|     transmitted to the commission on higher education and the
    |
0011|     legislative education study committee.
