0011|     REQUESTING THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO
    |
0012|     STUDY THE FEASIBILITY OF MOVING THE NEW MEXICO STATE FAIR TO
    |
0013|     THE WEST MESA OF ALBUQUERQUE IN BERNALILLO COUNTY.

0015|          WHEREAS, the New Mexico state fair is presently located
    |
0016|     in the heart of residential neighborhoods in central
    |
0017|     Albuquerque; and
    |
0018|          WHEREAS, the state fair is a major attraction, drawing
    |
0019|     record numbers of attendees every year, providing a vital
    |
0020|     economic stimulus to the city and surrounding communities; and
    |
0021|          WHEREAS, the large crowds, nevertheless, place a strain
    |
0022|     on adjacent residential neighborhoods due to inadequate
    |
0023|     parking, traffic congestion and disruption of peaceful
    |
0024|     community activities; and
    |
0025|          WHEREAS, the aging physical structures need continuing
    |

0001|     maintenance and upgrades that incur large expenses on the
    |
0002|     revenues to the state fair, almost equal to costs of
    |
0003|     constructing new facilities; and
    |
0004|          WHEREAS, the popularity of the state fair has generated
    |
0005|     interest in expansion of exhibits, events and special
    |
0006|     appearances, and more space is needed to accommodate and
    |
0007|     capitalize on opportunities to expand and enlarge the fair's
    |
0008|     activities and attendance;
    |
0009|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0010|     STATE OF NEW MEXICO that the department of finance and
    |
0011|     administration be requested to study the feasibility of
    |
0012|     relocating the New Mexico state fair to the west mesa of
    |
0013|     Albuquerque in Bernalillo county and report its findings and
    |
0014|     recommendations to the appropriate legislative committee by
    |
0015|     December 1, 1998; and
    |
0016|          BE IT FURTHER RESOLVED that the city of Albuquerque, the
    |
0017|     state fair commission, the economic development department and
    |
0018|     the New Mexico department of agriculture cooperate with the
    |
0019|     department of finance and administration in its study; and
    |
0020|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0021|     transmitted to the secretary of finance and administration,
    |
0022|     the secretary of economic development, the director of the New
    |
0023|     Mexico department of agriculture and the state fair
    |
0024|     commission.
