ARAGON | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| DIRECTING THE NEW MEXICO LEGISLATIVE COUNCIL TO APPOINT A | 0012| COMMITTEE TO CONDUCT A LONG-RANGE, STATEWIDE CORRECTIONS AND | 0013| CRIME CONTROL PLANNING STUDY. | 0014| | 0015| WHEREAS, the development of an effective, responsive | 0016| corrections system is one of the critical issues facing New | 0017| Mexico today; and | 0018| WHEREAS, the broad implementation of a balanced approach | 0019| in the development of corrections policy and crime control | 0020| measures requires intensive study and coordinated work between | 0021| the legislature and other interested groups such as the | 0022| criminal and juvenile justice coordinating council, the | 0023| corrections department and the department of public safety; | 0024| and | 0025| WHEREAS, the administration has supported the |

0001| construction of private correctional facilities, which in the | 0002| future may hold New Mexico inmates, without conducting any | 0003| balanced population studies or necessarily providing for any | 0004| oversight in the construction of these facilities or ensuring | 0005| the inclusion of appropriate rehabilitation programs; and | 0006| WHEREAS, to conduct a study of this magnitude, the New | 0007| Mexico legislative council needs to appoint a small committee | 0008| and provide staff support; | 0009| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0010| STATE OF NEW MEXICO that the New Mexico legislative council | 0011| appoint a small committee to conduct a long-range, statewide | 0012| corrections and crime control planning study; and | 0013| BE IT FURTHER RESOLVED that the legislative council | 0014| service be directed to provide for adequate staff, including | 0015| contract staff if necessary, to assist the committee in its | 0016| work to conduct long-range planning for corrections and crime | 0017| control, including monitoring the initiatives of the executive | 0018| in this area; and | 0019| BE IT FURTHER RESOLVED that copies of this memorial be | 0020| sent to the co-chairmen of the New Mexico legislative council, | 0021| the secretaries of the departments of public safety and | 0022| corrections and the director of the criminal and juvenile | 0023| justice coordinating committee. | 0024|  |
