0011|     REQUESTING THE STATE HIGHWAY AND TRANSPORTATION DEPARTMENT AND
    |
0012|     FEDERAL AND LOCAL HIGHWAY AGENCIES TO COMPLETE THE SANTA FE
    |
0013|     RELIEF ROUTE.

0015|          WHEREAS, a four-lane bypass or relief route in Santa Fe
    |
0016|     has been designed and partially funded; and
    |
0017|          WHEREAS, any extended delay in completion of the bypass
    |
0018|     threatens the public health, safety and welfare; and
    |
0019|          WHEREAS, due to lack of funding, full completion is not
    |
0020|     anticipated for several years; and
    |
0021|          WHEREAS, the completion of the Santa Fe relief route
    |
0022|     would reduce the risk of vehicle accidents; and
    |
0023|          WHEREAS, the design of the bypass frontage road is not
    |
0024|     adequate to accommodate the heavy vehicular traffic projected;
    |
0025|     and
    |

0001|          WHEREAS, due to the design of the bypass frontage road
    |
0002|     and its intended purpose, it cannot function safely as the
    |
0003|     Santa Fe relief route for an extended period of time;
    |
0004|          NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
    |
0005|     OF NEW MEXICO that it recognize that the need to complete the
    |
0006|     Santa Fe relief route is urgent and that it urge the state
    |
0007|     highway commission, the state highway and transportation
    |
0008|     department and appropriate federal and local government
    |
0009|     officials to make completion of the Santa Fe relief route a
    |
0010|     priority; and
    |
0011|          BE IT FURTHER RESOLVED that it request the state highway
    |
0012|     and transportation department to dedicate as open space
    |
0013|     surplus land acquired for purposes of the Santa Fe relief
    |
0014|     route but not used for purposes of the relief route; and
    |
0015|          BE IT FURTHER RESOLVED that noise buffers and landscaping
    |
0016|     be completed to beautify and abate noise pollution along the
    |
0017|     Santa Fe relief route and frontage roads within five years of
    |
0018|     completion of the current phase of construction of the
    |
0019|     frontage road for the Santa Fe relief route; and
    |
0020|          BE IT FURTHER RESOLVED that the state highway commission
    |
0021|     and planning staff of the state highway and transportation
    |
0022|     department include the noise buffers and landscaping in the
    |
0023|     current five-year road construction plan; and
    |
0024|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0025|     transmitted to the state highway commission, the secretary of
    |
