0012|     REQUESTING THE EXECUTIVE TO CONTRACT WITH COMMUNITY-BASED
    |
0013|     ORGANIZATIONS TO PROVIDE JOB TRAINING, DEVELOPMENT AND
    |
0014|     PLACEMENT AND EDUCATION TO ELIGIBLE PERSONS PURSUANT TO THE
    |
0015|     NEW MEXICO WORKS ACT.

0017|          WHEREAS, New Mexico must expend state funds to satisfy
    |
0018|     the maintenance of effort requirement to receive the temporary
    |
0019|     assistance for needy families block grant; and
    |
0020|          WHEREAS, state funds must be expended on qualified state
    |
0021|     expenditures as defined in the temporary assistance for needy
    |
0022|     families block grant; and
    |
0023|          WHEREAS, it is necessary that participants as defined in
    |
0024|     the New Mexico Works Act be placed in programs that will
    |
0025|     immediately address their needs so that they may engage in
    |

0001|     work and move toward self-sufficiency; and
    |
0002|          WHEREAS, New Mexico has an existing network of qualified
    |
0003|     community-based programs that deliver an array of support
    |
0004|     services specially tailored to address the needs of particular
    |
0005|     communities;
    |
0006|          NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
    |
0007|     OF NEW MEXICO that the executive, including the human services
    |
0008|     department, children, youth and families department, labor
    |
0009|     department, state department of public education and
    |
0010|     department of health consider contracting for services with
    |
0011|     the following qualified community-based programs in
    |
0012|     communities throughout New Mexico to address the following
    |
0013|     populations of participants as defined in the New Mexico Works
    |
0014|     Act:
    |
0015|               A.  programs that provide job training, skill
    |
0016|     assessment and job placement to participants as defined in the
    |
0017|     New Mexico Works Act;
    |
0018|               B.  programs that deliver supported employment
    |
0019|     services to participants with developmental disabilities as
    |
0020|     defined in the New Mexico Works Act; 
    |
0021|               C.  programs that train participants as defined in
    |
0022|     the New Mexico Works Act for employment in developmental
    |
0023|     disability community-based programs;
    |
0024|               D.  developmental disability early intervention
    |
0025|     programs that provide support to participants as defined in
    |

0001|     the New Mexico Works Act;
    |
0002|               E.  training programs for persons providing
    |
0003|     educational services to participants as defined in the New
    |
0004|     Mexico Works Act, including Project Lead, a program at the
    |
0005|     university of New Mexico that provides training in educational
    |
0006|     administration development; 
    |
0007|               F.  organizations that have the capability to
    |
0008|     provide job training to female participants as defined in the
    |
0009|     New Mexico Works Act;
    |
0010|               G.  organizations that have the capability to
    |
0011|     screen for domestic violence and provide supportive services
    |
0012|     to victims of domestic violence who are participants as
    |
0013|     defined in the New Mexico Works Act;
    |
0014|               H.  local governments to develop employment
    |
0015|     opportunities and to employ participants as defined in the New
    |
0016|     Mexico Works Act;
    |
0017|               I.  programs that have the capability to provide
    |
0018|     employment-related and supportive services, including training
    |
0019|     and assistance to find permanent housing for homeless
    |
0020|     participants as defined in the New Mexico Works Act;
    |
0021|               J.  outpatient alcohol and substance abuse programs
    |
0022|     that not only treat participants as defined in the New Mexico
    |
0023|     Works Act but also provide supportive services for overcoming
    |
0024|     barriers to employment;
    |
0025|               K.  outpatient mental and behavioral health
    |

0001|     programs that provide treatment and services to participants 
    |
0002|     as defined in the New Mexico Works Act for overcoming barriers
    |
0003|     to employment;
    |
0004|               L.  programs that will address the needs of non-
    |
0005|     English speaking participants as defined in the New Mexico
    |
0006|     Works Act;
    |
0007|               M.  programs geared toward assisting teen parents
    |
0008|     who are participants as defined in the New Mexico Works Act to
    |
0009|     smoothly transition into post-secondary education, job
    |
0010|     training or employment;
    |
0011|               N.  programs directed at preventing teen pregnancy;
    |
0012|               O.  tribal organizations that operate job training,
    |
0013|     community service and other employment programs for
    |
0014|     participants as defined in the New Mexico Works Act;
    |
0015|               P.  programs that will provide affordable,
    |
0016|     accessible and adequate child care for participants as defined
    |
0017|     in the New Mexico Works Act in rural areas;
    |
0018|               Q.  programs that will provide affordable,
    |
0019|     accessible and adequate twenty-four-hour child care to
    |
0020|     participants as defined in the New Mexico Works Act; 
    |
0021|               R.  programs that incorporate child care and job
    |
0022|     training for participants as defined in the New Mexico Works
    |
0023|     Act; 
    |
0024|               S.  alternative high schools that develop
    |
0025|     specialized programs for self-sufficiency for teen parents who
    |

0001|     are participants as defined in the New Mexico Works Act; and
    |
0002|               T.  organizations that have the demonstrated
    |
0003|     ability to coordinate access to existing services for
    |
0004|     participants as defined in the New Mexico Works Act provided
    |
0005|     by the human services department, children, youth and families
    |
0006|     department, labor department, state department of public
    |
0007|     education and department of health; and
    |
0008|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0009|     transmitted to the governor, secretaries of the human services
    |
0010|     department, children, youth and families department, labor
    |
0011|     department and department of health and the superintendent of
    |
0012|     public instruction.
