TAYLOR | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT RESOLUTION | 0011| PROPOSING TO AMEND ARTICLE 10 OF THE CONSTITUTION OF NEW | 0012| MEXICO BY ADDING A NEW SECTION TO PROVIDE FOR APPOINTMENT OF | 0013| CERTAIN COUNTY OFFICERS IN BERNALILLO COUNTY. | 0014| | 0015| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: | 0016| Section 1. It is proposed to amend Article 10 of the | 0017| constitution of New Mexico by adding a new section to read: | 0018| "In a class A county having a population over two hundred | 0019| thousand and an assessed valuation over six billion dollars | 0020| ($6,000,000,000), the positions of county clerk, treasurer, | 0021| assessor and sheriff shall be appointed positions. A person | 0022| appointed to a position specified in this section shall be | 0023| professionally qualified to assume the duties of the office. | 0024| Appointments shall be made after the expiration of the term of | 0025| those officials serving on January 1,1999 or if a vacancy | - 1 - 0001| occurs prior to the expiration of the term." | 0002| Section 2. The amendment proposed by this resolution | 0003| shall be submitted to the people for their approval or | 0004| rejection at the next general election or at any special | 0005| election prior to that date that may be called for that | 0006| purpose. | 0007|  |
