It is proposed to amend Article 7, Section 5 | 0016| of the constitution of New Mexico to read: | 0017| "A. All elections shall be by ballot. [and] | 0018| The person who receives the highest number of votes for any | 0019| office, except as provided in Subsection B of this section, | 0020| and except in the cases of the offices of governor and | 0021| lieutenant governor, shall be declared elected [thereto] to | 0022| that office. The joint candidates receiving the highest | 0023| number of votes for the offices of governor and lieutenant | 0024| governor shall be declared elected to those offices. | 0025| B.
