BOITANO | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A CONCURRENT RESOLUTION | 0011| ADOPTING LEGISLATIVE JOINT RULE 11-1 PERTAINING TO LIMITING | 0012| THE NUMBER OF BILLS INTRODUCED BY EACH MEMBER. | 0013| | 0014| WHEREAS, Legislative Joint Rule 8-1 requires that joint | 0015| rules may be adopted, amended or repealed by concurrent | 0016| resolution approved by two-thirds of the membership of each | 0017| house; | 0018| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE, THE HOUSE | 0019| OF REPRESENTATIVES CONCURRING THEREIN, that the following new | 0020| proposed Joint Rule 11-1 be adopted to read: | 0021| "LIMITATION ON NUMBER OF BILLS INTRODUCED BY A LEGISLATOR | 0022| (11-1) | 0023| A. No member of the senate shall introduce more | 0024| than fifteen bills, and no member of the house of | 0025| representatives shall introduce more than nine bills during a | 0001| legislative session. | 0002| B. Excluded from each legislator's total are: | 0003| (1) two bills endorsed by an interim | 0004| legislative committee; | 0005| (2) bills requested by the governor or by a | 0006| state agency; | 0007| (3) simple or joint memorials; and | 0008| (4) resolutions. | 0009| C. The limitation may be suspended in either house | 0010| by a two-thirds' vote in that house. | 0011| D. A legislator may allocate any part of his | 0012| allotment for bills to another member of the same house.". | 0013|  |
