  Mr. Speaker:
  
       Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom
  has been referred
  
                  SENATE BILL 62, as amended
                               
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 12, line 21, after "students" insert "who are
  ages five through eight".
  
      2.  On page 12, line 22, after the period insert the following:
  
      "The human services department shall also develop job skills and
  leadership development programs for the parents who are participants
  as defined in the New Mexico Works Act.  The human services
  department shall make referrals of eligible families.  The early
  childhood-family support and education training programs shall be
  directed to areas lacking certified childcare services as determined
  by the children, youth and families department.".
