0011| REQUESTING THAT THE STATE DEPARTMENT OF PUBLIC EDUCATION

0012| ENDORSE AND COORDINATE WITH THE PUBLIC SCHOOLS A FEDERAL,
|
0013| STATE, COUNTY AND MUNICIPAL GOVERNMENT-SCHOOL TEACHER
|
0014| SUBSTITUTE PILOT PROGRAM.

0016| WHEREAS, a chronic shortage of qualified substitute
|
0017| teachers exists in the public school system; and
|
0018| WHEREAS, it is difficult for public schools to attract
|
0019| qualified substitute teachers when the schools cannot provide
|
0020| high pay, job security or benefits to substitute teachers; and
|
0021| WHEREAS, the lack of substitute teachers frequently
|
0022| requires classes to be combined or to be taught by unqualified
|
0023| people; and
|
0024| WHEREAS, government employees and retired employees
|
0025| comprise a large pool of highly qualified potential substitute
|

0001| teachers; and
|
0002| WHEREAS, the national governor's association has endorsed
|
0003| public-private partnerships to foster a renewed national
|
0004| commitment to community service and volunteerism;
|
0005| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
|
0006| OF NEW MEXICO that it encourage and request the state
|
0007| department of public education to study the potential for
|
0008| using state, federal, city and county public employees and
|
0009| retired employees as volunteer substitute teachers; and
|
0010| BE IT FURTHER RESOLVED that the state department of
|
0011| public education develop and coordinate with the public
|
0012| schools a pilot program to utilize such volunteers; and
|
0013| BE IT FURTHER RESOLVED that copies of this memorial be
|
0014| transmitted to the state board of education, the state
|
0015| superintendent of public instruction, the local public school
|
0016| boards and the local superintendents of public education.
