Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 346, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would amend the New Mexico Works Act to establish in law specific requirements surrounding the Human Services Department’s responsibility to notify New Mexico Works participants of programs and services available for the selection of child care. This legislation would also establish specific factors which the Children Youth and Families Department must consider in determining whether or not appropriate child care exists for program participants. While it is important that participants in this program understand the availability of child care as it relates to the New Mexico Works program, these factors are better dealt with through rules which can be better adapted to allow the progam to function more efficiently.
