Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 602 as amended, with emergency clause, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation provides a definition for "member-owned community water system." I have vetoed Senate Bill 602 because the definition is too broad to be useful in the fashion intended. Additionally, this session I signed House Bill 29, as amended, which more clearly achieves the goal of allowing these water systems the benefit of a forty-year planning period.
