AN ACT

MAKING AN APPROPRIATION TO ESTABLISH SUMMER READING PROGRAMS AND TO PROVIDE INSTRUCTION FOR INTERNS AND NEW TEACHERS IN THE ALBUQUERQUE PUBLIC SCHOOLS; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Six hundred eleven thousand five hundred forty-five dollars ($611,545) is appropriated from the general fund to the state department of public education for expenditure in fiscal years 1999 and 2000 to provide summer reading programs in the Albuquerque public schools for students who have completed first or second grade performing significantly below the standard for their grade and to provide instruction for interns and new teachers on how to implement and provide reading instruction in a classroom. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
