SUMMARY

Synopsis of SCONC Amendment

The Senate Conservation Committee amendment adds language pertaining to a water use being leased for a term not to exceed ten years if derived from an acequia or community ditch pursuant to Chapter 73, Article 2 or 3 NMSA 1978.

Synopsis of HENRC Amendment

The House Energy and Natural Resources Committee amendment to the House Agriculture and Water Resources Committee Substitute for House Bill 29 changes language from non-profit community water systems to member owned water systems. Additional language limiting the OSE's ability to approve applications is added.

Synopsis of Committee Substitute

The House Agriculture and Water Resources Committee substitute for House Bill 29 amends Section 72-1-9 NMSA 1978 to include nonprofit community water systems with municipalities, counties, and state universities. Additionally, nonprofit community water systems will also have a forty-year water use planning period.
