SUMMARY



Synopsis of Bill



House Bill 55 appropriates $30.0 to CYFD to provide after-school learning services to students in Bernalillo County. These after-school programs will have a tutorial and achievement component.



Significant Issues



According to SDE, the purpose of this bill is to contract for learning services that includes a tutorial and achievement component in after-school programs at the After-School Learning Center in Albuquerque (ASLC). ASLC provides tutoring to students to raise their level of academic achievement in reading, mathematics, science, and computer skills. The ASCL programs target at-risk youths using sound educational instructional materials and foster cultural pride. The programs are located in low poverty areas of Albuquerque. Currently, 115 students from kindergarten to middle school are being served. The City of Albuquerque has provided funding for the program since 1990.



FISCAL IMPLICATIONS



House Bill 55 appropriates $30.0 from the general fund to CYFD.



ADMINISTRATIVE IMPLICATIONS



CYFD currently has staff available to develop and monitor the contractual services.



OTHER SUBSTANTIVE ISSUES



According to SDE, the bill is consistent with the State Board of Education's 1999 Legislative Proposal for Temporary Assistance to Needy Families (TANF) before-and after-school programs. Currently, the State Department of Education provides funding to ten school districts to provide Early Childhood-Family Support and Education Training Programs in 47 elementary schools statewide.
