SUMMARY



Synopsis of Bill



This bill appropriates $1,000.0 to the Board of Regents of Eastern New Mexico University to fund the Re:Learning education program to support school improvement in all grades of public school.



Significant Issues



According to the CHE, the project proposed in this bill was not submitted in the special project request made by the institution.



According to the SDE, this project is included in the base budget request for public school support by the State Board of Education. Although funding for this project has been appropriated to the SDE in the past, ENMU serves as the fiscal agent through a joint powers agreement with the SDE.





FISCAL IMPLICATIONS



The appropriation of $1,000.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.



DUPLICATION/COMPANIONSHIP



This bill duplicates Senate Bill 156.



OTHER SUBSTANTIVE ISSUES



According to the SDE, Re:Learning has been implemented since 1988 and has leveraged other funds in the past. Through this program, assistance is provided to 190 schools, impacting more than 17,000 teaching staff and 110,000 students. Students participating in this program, most notably Hispanic students, have increased test scores.
