Synopsis of HEC Amendment
The House Education Committee amendment does not change the original intent of House Bill 197. The amendment strikes language on line 21, 22 and 23. The language is not needed to meet the mandates of the bill.
Synopsis of Bill
House Bill 197 appropriates $250.0 to the Children, Youth and Families Department to provide parenting education services for young parents recently released from incarceration, including life skills, employment assistance and case management.
FISCAL IMPLICATIONS
House Bill 197 appropriates $250.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
The Children, Youth and Families Department would incorporate this program into the current juvenile justice program which they currently administer.
OTHER SUBSTANTIVE ISSUES
According to the Children, Youth and Families Department, the bill identifies two populations to receive services. The first population is young parents recently released from incarceration and the second is pregnant minors who have not been incarcerated. The pregnant minors are not identified as "at risk for incarceration" or "at risk of becoming involved with CYFD" at any level. Under the proposed language, a pregnant minor with no identified risk factors would have no other eligibility requirements except for pregnancy and age to access these services. In addition, the proposed language does not specify if the pregnant minor would have access to the life skills, employment assistance and the case management or the case management services only.
The bill does not specify whether or not incarceration is limited to department correctional facilities or includes youth placed in juvenile detention centers.
