SUMMARY



Synopsis of Bill



HB 295 appropriates $105.0 from the general fund to the Office of the State Engineer (OSE) to assist the Taos Valley and the Rio de Chama Acequia associations in developing a pilot regional acequia geographical information system (GIS).



Significant Issues



HB 295 sponsors a pilot project which will be compatible with the statewide GIS being developed by OSE.





FISCAL IMPLICATIONS



HB 295 appropriates $105.0 from the general fund for the Acequia Information Systems Planning.



ADMINISTRATIVE IMPLICATIONS



The OSE's information systems division will need to commit substantial time for project management and GIS support.



DUPLICATION



HB 295 duplicates SB 71. In its FY2000 Budget Proposal, the OSE also requested a special appropriation of $83.0 for the development of a GIS for the Taos area. In addition, the agency requested $366.0 under the computer enhancement funds for developing a GIS strategic plan, standards and agency data model.



TECHNICAL ISSUES



The key technical issue is compatibility of GIS data with the OSE data and standards.
